Cameron always believed the issue of Tibet was an important one. But he never became a member of the organisation committed to giving the Tibetan people a voice.
Turning a blind eye was much easier than taking on a power like China. Ignorance is bliss, after all. One less name on a petition really isn't giong to make an iota of difference, right?
